[MC-172620] Hoglins and Piglins spawn in high light levels

The bug

If you create an area and light it up to light level 15, hoglins and piglins will still spawn there. I have had them spawn in my house several times.

keep them away with soul torches, they run from them.

Even with soul torches, they spawn in the same way as you can see in the screenshot i upload, still breaking the gold farm, that in short time will be filled by piglins and not of zombified piglins. The torches should deny the spawn of piglins only or all these farms will be broken
