[MC-172650] Ice side texture does not appear underwater

The bug

When viewing ice that is in or under water, the flowing-water texture take place on the sides of the ice, and the ice texture itself is not visible. This does only apply to ice. Neither packed, nor blue ice appears to have this issue.

I can reproduce. Seems to only be with 'ice' though, neither packed nor blue ice have this bug.

EDIT: Can also reproduce in 20w07a.

Looks ok to me now in 1.16-pre2. Can someone else confirm this is fixed now? I think this has been fixed along with MC-163950.
