You can set normal fire on soul soil with commands.
Since blocking soul fire even with commands on invalid blocks is WAI (MC-173212 ) setting normal fire on invalid blocks should also be prohibited.

You have to use the Commad /setblock ~ ~ ~ soul_fire so it´s normal and not a bug.
