in the new snapshot I tried to tick off some endermen by spawning an endermite that was just out of their reach, but then the endermen didn't even try to attack it. Curious I spawned an endermite right next to an enderman who was not holding anything and the just walked right by one another

Cannot reproduce. Keep in mind that only endermites spawned by a player will attract endermen. Endermites spawned using a spawn egg wont. For this case, see MC-53518.
