Command Blocks and Structure Blocks are unable to be opened

What I expected to happen was...:
the blocks ui should have opened

What actually happened was...:

Nothing

Steps to Reproduce:

1. Playing on a server that has command blocks and structure blocks in it
2. Then it crashed
3. The blocks dont open, but when powered the command blocks do what they are supposed to
