Debug ONLY works when game is paused.

Pressing F3 fails to make Debug show up.... Unless you pause the game. The moment you unpause, Debug is gone. 

I've tried resetting controls, & pressing F3 again causes debug to not show up in pause unless you hit F3 again, in which debug once again still only shows up when the game is paused.
