If you wear any armor piece that's enchanted (does not include Elytra), then it does not shine like it should, simple as that, please fix this in the next snapshot, it should be an easy one to fix.

We're actually already tracking this issue in MC-173747, so I resolved and linked this ticket as a duplicate.
