Fire/soul fire somtimes will play fizz.ogg after creating a nether portal and sometimes plays the sound on their own

The bug

Probably intended. Fire/soul fire that is untouched will sometimes play the fizz.ogg. The sound always plays after the nether portal has been activated.

How to reproduce

1. Create fire/soul fire
   → ❌ the extinguish sounds play on their own.

2. Create fire on a deactivated nether portal
   → ❌ Also creates extinguishing sounds.
