When creating a new portal in the overworld, this portal will link to an already existing portal in the nether rather than creating a new one, even if they are thousands of blocks away. I've created various servers running with vanilla 1.15.2 and 20w10a and both seem to have the same bug. no matter what.

First portal in overworld is at 327 65 -401, second portal in overworld is at 114 69 -435, third portal in nether is at 41 57 -49.
327 65 -401 / 8 = 40 65 -51
I've made some more tests with portals thousands of blocks away with the same result, but placing a portal in the nether will generate a new portal in the overworld as usual, but they won't link and instead the new portal in the overworld will link with the first portal in the nether.
I've just discovered the same issue, portals created in the overworld over 1100 blocks away still linked to an existing portal in the nether.
Portals created in the nether seems to create portals in the overworld just fine.
also having the same issue. Once Portals were linked to the nether roof new portals in the lower nether will not generate, but instead link to existing portals. I have portals in the overworld at 4262, 73, 5005 and 4275, 67, 5148 and they both link to a portal in the nether at 532, 129, 626. Although portals made in the lower nether will generate a new portal in the overworld like they're supposed to
What are the coordinates of the three portals?
