[MC-174321] Guardian only drop cod as their fish drop

According to many sources, guardian have 2.5% to chance to drop a random fish in addition to the regular fish drop. However I notice they only drop cod.

Did you verify this though the loot table, or just from random testing?

So, I remembered getting different types of fish from killing guardians, and I did a command block to kill a lot of guardians, but they only drop cod.
I looked it up to see if this is normal but I don't seems to find any result.
I went to do some testing again and apparently rare fish drops only when killed by player.

This only applies if killed by a player. See its loot table.
