This apply to any mobs that have the ability to spawn reinforcement, including drowned. The problem is that it probably doesn't check for entity type.

Im having the SAME problem in 1.8 except I have a PC
So, I remembered getting different types of fish from killing guardians, and I did a command block to kill a lot of guardians, but they only drop cod.
I looked it up to see if this is normal but I don't seems to find any result.
I went to do some testing again and apparently rare fish drops only when killed by player.
