Steps to reproduce
Go on creative grab a golden apple and attempt to eat it
The reason ive considered this a bug is because you can eat golden apples even if your hunger bar is full meaning that it doesn't rely on your hunger bar. It is also used for potion effects and you can drink potions and milk on creative mode.

Why would there be any need to eat an apple in creative? Neither of its two effects actually do anything when you are in creative.
