[MC-174998] #stairs block and item tags do not use the #wooden

In 20w06a, the #slabs tags were changed to use the #wooden_slabs tags. However, the #stairs tags weren't changed in the same way. None of these tags are used in any game mechanics, so nothing should break by fixing this.

What did you do to "reproduce" it? All that needs to be done is take a quick look at both tags; you can see they manually list out each wooden stair instead of calling the #wooden_stairs tag.
