Using glowstone in the offhand does not charge respawn anchor

Putting glowstone in your off hand and trying to use it on a respawn anchor does not charge the respawn anchor.

This bug wasn't completely fixed. As showed off in SlicedLime's 20w13a video, the bug still persists in the Overworld.
