[MC-175248] End portals always generate only with empty end portal frames

The bug

Every stronghold has an ender portal, however the ender portal is always empty and doesn't contain any ender eyes. I have checked about 5 ender portals, all were empty.

P.S. Could have been a file corruption, since I've been playing on 5 different snapshots.

Tried to confirm, but the first stronghold with a portal I came across had one eye of ender in it.

The first Stronghold I came across had Eyes, (see Screenshot-01.png).
But the second had 0 eyes.

As there is only 10% chance for each frame block to generate with eye, there is 28.2% chance to generate with no eyes at all and 37.7% chance to generate only one eye. 5 end portals in a row without eyes is pretty rare, but not impossible: ~1/557 tries
