This issue is still in minecraft 20w12a
When wearing enchanted armor or equipping armor stands with enchanted armor, the enchantment glow is invisible, but when holding the same armor pieces, the glow seems normal.

We're actually already tracking this issue in MC-173747, so I resolved and linked this ticket as a duplicate.
