Villagers did not spawn in villages Snapshot 20w12a

I visited two villages early in game play.  Both had cats and golems.  Neither had ANY villagers nor any hostile mobs.  I re-created world and immediately visited one of the villages.  Same result on day one well before game-noon.  Spawned villagers could not have been killed off before I got there.
