Villagers are generated very rarely in villages

I began a new world in easy mode, (snapshot 20w12a). I spawned near a small village, but there was only 1 villager (brown coat, no job) and 1 iron golem (who shouldnt have spawned in the first place if there was only one villager). The villager later got a job (librarian). both the villager and the golem dissapeared without a trace within the next hour. I searched for them extensively with no luck. 

later i went exploring and found another village, but with no villagers whatsoever...

I have the exact same problem with the snapshot 20w12a. It seams like any update on villages caused a disturbance in the spawn behavior.

When approaching new villages in 20w12a, my server console spams this message a bunch of times (sometimes with a different UUID for different villages, but the spamming will pretty much always have the same UUID):

[Server thread/WARN]: Keeping entity minecraft:villager that already exists with UUID 5273113a-1038-48f0-aba5-622cc27561eb

and then the village always will have either 0 or 1 villager total. I have yet to find a village with more than 1 villager in this snapshot. Returning to the village usually despawns the lone villager if it even had one to begin with.

Moreover, raid doesn't start with the "Bad omen effect" when entering a village.

the devs must have been trying to get rid of herobrine, but got rid of villagers instead.
