Villagers Won't Spawn

Villagers are not spawning upon loading the village. I went into creative mode and used a village finder application to locate villages quickly. I then teleported to different villages for around a half an hour and of the 20+ villages I searched, I found 1 villager in 1 village, the rest didn't have any. I don't know if they potentially spawned down in a cave or didn't spawn at all, but this is extremely frustrating. (I did go to 3 different random worlds so I knew it wasn't just a problem with the world).
