Zombie villagers in zombie villages aren't persistent and can despawn, causing empty zombie villages. To reproduce, use the seed 6974850267539252966 and run the following command:
/tp @p 6940 77 8230
Zombie villagers will spawn, but aren't persistent. When leaving the village and coming back, they will despawn. When using F3+I on one of the zombie villagers, you will notice that PersistenceRequired is 0 instead of 1.

The village seems to have generated with zombie villagers for me.
Is it possible, that they all burned in sunlight for you or that the world was on difficulty peaceful at some point?
No, that chunk was unloaded and when I went there, there was a thunderstorm going on. And I didn't change the difficulty. Plus, they should have special behavior to avoid sunlight according to Wiki.
Seems to be fixed in 1.15 prerelease 3, but their behavior to avoid sunlight does not work 100percent properly.
I'm marking it as cannot reproduce then. Since it didn't happen for me in pre2 either, maybe it was just a temporary glitch.
For the sunlight avoidance you can create a new ticket 😉
maybe there is some kind of glitch where jigsaw fails to spawn an entity, but still turns into another block?

Could you give an example seed and coordinates were there is a zombie village?
