When I was tying to carry villagers to another place, I found that villagers can't go on the minecart but they can go on the boat, even they are right next to the minecart. Then I realized every mob can't get on the minecart unless the fall on to the minecart. I don't know if this is a bug.

I'm having this issue in 1.16.3 currently. I was able to move 3 villagers with a minecart with no problems about 4 or 5 days ago. Today, I cannot get a single villager (tried 4 different villagers) into a minecart. I have no problems getting them into boats.

I cannot seem to reproduce this issue in 20w49a. I simply placed a minecart and pushed a villager into it and the villager got into it without any problems.
Could not reproduce.
