When it rains in the world the particle affect of the rain drops hitting the water appear one block lower than they should.

This happens when it is raining the particles of the rain hitting the water appear one block below instead of on top . You can recreate this by waiting for it to rain in your Minecraft World or do a command do make it rain.

We're actually already tracking this issue in MC-131770, so I resolved and linked this ticket as a duplicate.
However, that ticket has already been resolved as Fixed. The fix will arrive in the next version or is already included in the latest development version of the game.
