[MC-175882] Buckets can't be shift-clicked into the fuel slot of furnaces

You can't shift click an empty bucket in the fuel slot of the furnace. This should work for getting a water bucket when "smelting" wet sponge.

This isn't a duplicate because an empty bucket can't be smelted, so the first slot isn't valid.

You also see this if the first slot is empty so the bucket could go there.
