[MC-176535] Enderman and Creeper don't make aggro noises

Randomly a creeper doesn't make a hissing noise before it explodes and an enderman doesn't make the aggro noise when you look at it.

Are you sure you didn't just have Hostile Mob volume set to 0%?

I have the same issue and I don't know how to prove it with screen shots. I can at least show where the last creeper in the middle of the day with no shade/ cover/ cave/ etc. in sight blew up and my sound settings. It happens whether I am the only one on the server or I have another player on the server.

Unable to reproduce, if you have reliable reproduction steps for 1.16-pre2 or later, please open a new ticket - please make sure this is done on a non-modded server (Paper and Spigot are very heavy modifications).
