Baby zoglins deal the same damage as adult zoglins

Baby Zombies also deal the same damage as Adult Zombies, so I doubt this is a bug.

Baby hoglins deal less damage that adult hoglins however

Currently, baby hoglins deal the same damage as adult hoglins, similar to the zoglins.

Actually baby zoglins are more tough than adult zoglins. Though they have less reach, they could hit twice as fast when close up. If this turns out to be intentional, it would also be expected that baby zoglins drop 12 experience instead of 5, like baby zombies.
