[MC-177798] Dispensers equip chests only on some entities

In 20w15a it was fixed that dispensers can't equip horse armor and chests on entities, but equipping chests on some non-living entities that are not armorstands such as minecarts is still not working.

A somewhat related bug is sheers don't carve pumpkins dispite taking the pumpkin off the snow golem

@Dot dot dot Can't place seeds with dispensers either, despite being able to place/grow other items. Admittedly a little frustrating, as it limits some very creative potential :/

You can't place chests on every entity. This is intended to work for only donkeys, mules, and llamas.

The player is also unable to put chest on minecarts by why right clicking, so why should dispensers be able to put chests on minecarts? To get a minecart with a chest you have to craft a chest minecart.
