They have power to do lots of things, but many of them they just won't do, because the indirect consequences are too complex or laborous. For example, if these cucumbers pickles are now lowered, then people will start asking all kinds of other things to be lowered, too, e.g. over bottom slabs, etc. Another issue that would come with the offset down is e.g. collision checks, which would not be able to rely on the data on the target block only, but would have to always also check the block above. etc. etc.
Also, I think the better issue here is that why those things can be on top of upright wooden stairs in the first place 😛 (unless put there by the player); they should only appear on top of corals, IIRC.
Markku, If you didn’t know, they are also generated on a sunken ship. That is on the stairs too. Simply put, these cucumbers on the screen were a natural generation. Even if players ask developers to omit some blocks relative to the slabs - why not? Of course, I understand that this is minecraft and the blocks can hang in the air here, but the adhesion of some blocks to each other looks frankly terrible.

The thing with sunken ship and pickles on top of them is actually probably a result of another sort-of-bug (probably something Mojang isn't going to fix any time soon). That is, structures can overwrite the local environment that has been generated earlier in the generation process without considerations. For example, lakes can carve a hole into ground, leaving grass and trees floating in the air. In this case, sunken ship has probably replaced some corals, but didn't clear out the pickles.
Of course, Mojang could fix this issue, but I pointed out that there are several similar situations with things that do not have full 1 block height, and Mojang hasn't done anything to those, either, and have even declared some as "Wont fix".
