Cant place or destroy blocks

when i place a block it appears for about half a second and then disappears. Same issue with breaking blocks. When i place a block even through it doesn't exist in the world it disappears from my inventory. when i save and quit and re enter the world the blacks are back in my inventory and i'm back to the spot where i was last time i loaded the world. The world also wont load past about one chunk.
