The Bug:
The recipe book doesn't detect items held in the offhand.
Steps to Reproduce:
Obtain a stack of oak planks and switch into survival mode.
Hold the oak planks in your offhand, open your inventory, and then open the recipe book.
Locate the crafting recipe for sticks and attempt to use the recipe book to craft some of them.
Take note as to whether or not the recipe book detects items held in the offhand.
Observed Behavior:
The recipe book doesn't detect items held in the offhand.
Expected Behavior:
The recipe book would detect items held in the offhand.

The issue is caused by the inablilty to access the off hand inside of other GUIs. You have to switch the item out of the off hand to be able to use it in crafting tables, anvils etc.
I noticed the same thing when trying to craft a jack-o-lantern. I had the carved pumpkin in my crafting grid and torches in my offhand. I will ADD that once I placed a torch in the crafting grid the jack-o-lantern recipe appeared in the book. So the contents of the crafting grid are counted toward recipes but not the offhand.
Can confirm in 20w49a. I used these commands to reproduce:
/recipe take @s *
/item entity @s weapon.offhand replace minecraft:oak_log
I'd like to request ownership of this ticket since the current reporter has been inactive since April 2020. I'm willing to keep this report updated and will continue to provide all of the necessary information.

This duplicates MC-123698, or at least relates to it.
For example, I had four stone in my offhand. It was only when I put the stone in a different inventory slot that the recipe for stone bricks appeared under craftable.
