Unable to name a parrot thats on the ground

When you try to name a parrot when he is on the ground it will trigger the sitting action instead of using the nametag

How to reproduce

1. Spawn a parrot

2. Tame the parrot

3. Get a nametag with a name set

4. Use it on the parrot when he is on the grond
