Tamed parrots cannot be renamed unless they are flying

The bug

It is not possible to rename a tamed parrot unless they are flying.

To reproduce

1. Summon a parrot

2. Tame it using seeds

3. Get a name tag

4. Rename the name tag using an anvil

5. Try to use the name tag on the parrot while it is sitting
   → ❌ The name tag won't apply and the parrot will just sit and unsit

6. Wait for the parrot to fly

7. Try to rename the parrot while it is in flight
   → ✔ The parrot will be renamed
