The bug
When I try to name a tamed parrot using a name tag, it only sits/stands up but doesn't actually name the parrot shown in the attached video.

Confirmed. The parrot must be tamed for this to happen. Might happen with other mobs with right-click ability as well.
Looks like a re-appearance of MC-14525.
This is MC-169514, right?
I'm having this issue too on the 1.15.2 release.
