Half of each side of each block has black and white lines smeared across them, and blocks like dead bushes appear smeared and glitched. the glitch goes from two corners of the surface to one other corner, in black and white lines. The rest of the block still has the same colors, but no detail.

Duplicate of MC-1794 - please search before posting
I had this same problem while playing on the latest snapshot (20w15a). I was riding in a boat on ice and suddenly everything went stripy. Leaving the world and going back didn't help but restarting Minecraft did.
This is not the same issue as MC-1794

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|https://minecrafthopper.net/help/guides/finding-minecraft-data-folder]) here.
Once attached, the report will be reopened automatically.
