This affects resource packs that provide a custom model for different rail blocks. To visualize culling I've made a small helper indicator, where a letter disappears if block is culling in this direction.
Straight rail blocks cull with full blocks but not with other rails:

[media][media]This happens with all 4 types of rails. Additionally, rails should also cull with matching sides of different types:
[media]Below is an example of my rail model whose endings disappear faced against full blocks but not against each other:
[media]One important note is only the corresponding sides should cull, as highlighted here in green. Sides marked with red shouldn't disappear.
[media]I've also attached a resource pack that adds the culling indicator I used to make these screenshots (It's the same I used to report MC-178889 hence it affects chain and iron bars as well).

Bugs involving face culling are as valid as any other bug report. A separate report is clearer and easier to maintain for the devs since, you know, it's different set blocks with different culling behaviors.
I don't really see the bug, I see some X-ray glitches, but that's it, and those are very common in resource packs that change designs like these do
It also has some impact on performance, if you want to use resource packs like this. Especially if you have lots of rails for instance.
Stop posting these "culling" bugs, just list down all the blocks that don't cull in this report
