The bug
Ruined portals can generate under lava in the Nether, causing chests to be hidden under the lava. This is the first instance of chests generating in lava, and doesn't make sense realistically nor logically.
How to reproduce
Use the seed -8821305161132962898 and run the following command:
/execute in minecraft:the_nether run tp @p 4513 31 4402 0 90Right click below you to open a chest under lava.

So a structure that generates under lava is not a bug? Having a structure generate where it cannot be reasonably accessed sounds like a bug to me, and destroys the point of the structure.
Ruined portals are ancient structures, The portal itself would not have been built under lava, so if the portal (and associated chest) is under lava that means there wasn't lava there at the time it was built.
I don't think this is a bug, if ruined portals generate under lava then the chest will be submerged too, it's just how it works
