When I tried to place netherrack above the nether in the nether wastes biome, no zombified piglins began to spawn. I waited for a long time and still there was still no spawning. Mob spawning was set to true and made sure there was no other problem I could identify

Yeah that's just how it works, mobs can't spawn on bedrock

Are you at least 24 blocks away from the netherrack when trying to spawn them? Also because you are so close to the nether roof mobs can still spawn below you and can take up the mob cap preventing more mobs from spawning

It seems that this wasn't a bug, after all, it just seemed the mobs that spawned below the nether bedrock floor were taking up the mob cap. I just went to almost build height limit and came back down and they were everywhere. Thanks!
