[MC-18022] Server.properties texture-pack

I recently downloaded the new server for snapshot 13w24b, and realised that the server.properties file still has the texture-packs property, despite texture packs being removed and replaced with resource packs.

Changing the name of the property would break all exisiting servers using that feature...

Hello, I only recently got a server. It almost drove me crazy that I had set everything right and still the resourcepack disappeared immediately after the download from his folder.

If you deactivate a function then please create a server message "that the function was deactivated" which the admin gets to see when he enters the server. This would really help. So the behavior of the server looks like a bug.
