Textures in custom pack aren't loading.

This is an issue I've been having with my edited texture for the wooden axe not appearing as it should. I've edited other axe textures and they have all changed, same with the bow and sword textures. I've attached the texture that I want, me showing I have the texture pack installed, and me with the axe not updated. Now I know that the texture pack is meant for 1.8.9, but it doesn't work in that version either. I've also had issues with my skin not properly displaying, (it's slim but shows up as classic with black bars). Are these 2 things somehow related and is Minecraft suffering a texture processing issue?
