Cows not growing up when the amount needed is fed

I fed a baby cow the 10 wheat needed to become an adult cow, but it wouldn't grow up until I fed it about 90. I'm not really sure if this was changed in the past, but I assumed it wasn't.

Feeding a baby cow doesn't cause it to become an adult, it just accelerates the process

If I remember correctly, feed a cow a piece of wheat reduces it by a certain percentage, the reduction is not linear, which is intentional.
