[MC-180817] Nether portal doesn't generate nether side

When entering a nether portal overworld side, the player spawns into the nether. Instead of a portal generating, nether side, the player falls a few blocks above the ground and is stranded until they make another portal.

did you delete parts of your nether to get the new biomes?

Try moving your portal 1 or 3 blocks

That's why the portal is not spawning, if you want to reset your nether use mcaselector, that way you can keep the chunks that you have portals in while deleting all other chunks.
