Just a note, this bug continues to be a problem in pre-release-2.
The issue persists without a resource pack. This issue does not carry over into a newly created world. The issue still remained in my world even after optimization of the save file. This may be because my world is run as a private server but I don't know if that effects the world in any way.

Thank you. The issue has been fixed with the release of 20w14a.
It does not work because the villagers cannot reach the beds. Repeat your experiment but remove the wall blocking the beds from the villagers. I hope this helped.
It is the villager breeder shown by ImpulseSV. It has worked in other previous versions but does not work now.

@PraxisLP I have just been brewing night vision potions and bringing them with me to see in the end. This has worked for now but I would like this bug to be squashed soon.
