The button in the world creation menu that corresponds to the gamerule "doDaylightCycle" is labelled "advance in-game time". But actually it only controls advancing the day/night cycle, which is a separate timer from the in-game time. Turning "doDaylightCycle" off does not affect the result of "/time query gametime" at all. If I didn't know the gamerule already, I would assume the button to mean that the server tick rate gets set to 0.
