Items thrown through nether portal on nether side are not thrown out of the portal in the overworld

On my server when an item is thrown through the nether portal on the overworld side of the portal it pops out the nether side with momentum that throws it out of the portal, but on the overworld side most of the items drop into the the nether portal itself rather than shot out. regardless of what portal i tried the overworld side never shot items out. I was under the impression that the items being shot out of the portal was an intended gameplay mechanic from what i've seen online and having the items not be thrown out of the portal ended up messing the item collection system for a guardian farm i just got done completing.  If it's an issue on my side I don't know what's wrong, i reloaded the chunks the portals were in, broke the portals on both sides and re-lit them, created new portals, and restarted my server. The only thing I can think might be effecting the portal is my server has only 2 gb of ram and it might be starting to effect the server performance
