I'm having the exact same issue with Oracle Java on 32-bit Ubuntu 13.04. If I omit the -Xms arg as the OP did, it launches fine.
NOTE - using OpenJDK, I can launch it with the full reccommended command string, as follows:
java -Xms1G -Xmx1G -jar /minecraft_server.1.7.2.jar
The same command works fine on OS X Mavericks, though with the 64-bit jre7.
