When a redstone dust with signal strength 1 is going up a block, it looks like the piston or fence gate above should be powered but it isn't. (see screenshot)

We're actually already tracking this issue in MC-181512, so I resolved and linked this ticket as a duplicate.

it should not be powered. the signal strength isn't enough to even go upward, so the piston won't be powered.
