From how I understand the rules, it seems as the OP is right though.. it'd be consistent.
Let's wait and see 🙂

Suggested fix: level 1 redstone doesn't show dust connecting vertically to level 0 dust as powered.

...or you could fix it by just making it power stuff.

I'm also a strong supporter of that (it should power in this case, as it'd be imo consistent with the snapshot post and graphic), as it'd be very beneficial, open up many possibilities.. However, currently I'm thinking about a) how that could be visualized so it'd be obvious (e.g. T-shape of the wire at the side in this case), and b), if allowing that powering could also have downsides for the tech community.. If there are any very important contraptions/use-cases where this would be actually really really bad.
Still thinking about it, but currently I see more benefits.
Would be great to have more feedback on that.

Affects 1.16 pre5
Can confirm in 20w51a.
Can confirm in 21w03a.
Can confirm in 1.16.5 and 21w08b.

Relates to MC-181764

Question: Why is 1.15.2 in affected versions? Dust changes were implemented in 1.16 snapshots, so either way, this wouldn't work in 1.15, even if this is fixed.
Can confirm in 1.17.1.
Affects 1.21:

Likely WAI. The dust don't have enough signal strength to go up the block.
