[MC-181900] Stone Slabs not "InstaMine"-able

While working on a Stone-based build with a Haste II-Beacon, I discovered that Stone Slabs are not "InstaMine"-able, aka. you cannot carve throught it "like butter", but you can with Stone and Stone Stairs. I believe this is a bug.
