[MC-182070] Hopper minecarts don't pick up items from the top of powered hoppers

A redstone line is powering a hopper, wich doesn't allow the hopper to pick up items. When an item is thrown on top of the hopper and a hopper minecart goes uder it, the hopper minecart doesn't pick it up, even though it seems like it should, because hopper minecarts pick up items on top of normal blocks.

This is because the hopper minecart sees a container above it and reduces its check height for lag reasons

rail => hopper minecart => container => item
Replacing the container with any normal block allows the hopper minecart to pick up the item through the block
