[MC-182125] Dispenser collecting honey issues.

Dispenser doesn't always collect honey when it receives redstone signal and sometimes when it does, the honey bottle gets dropped on the ground.

WAI. The dispenser picks a random item to use. When it uses the empty bottles, the honey is collected, but if it uses a honey bottle, the bottle is dropped instead. Design better circuits.
