WAI. The dispenser picks a random item to use. When it uses the empty bottles, the honey is collected, but if it uses a honey bottle, the bottle is dropped instead. Design better circuits.

But, to answer your question, it can be used in /execute commands, as arguments for the function that runs after.
Example:
/execute as @e[type=skeleton] run replaceitem entity @s weapon.mainhand diamond_sword 1
equips all skeletons with diamond swords.
The glowing effect has been known to cause a lot of lag on low end machines. Probably had an old machine.
This is a bug, as you aren't supposed to be able to place fire on top of fire anyway.
It's because the enormous amount of entities slowed down your game. It should come back to normal when the TNT finishes exploding.

This causes a lot of ambiguity in how redstone connection works. With your suggestion, a redstone line does not appear as a full line until a block is placed. This may cause confusion to players who placed the block on the side of a redstone line, expecting the end to connect to it, but the redstone doesn't because it is supposed to only line up and will not connect to the side. This is different from fences' behavior, where it tries to connect to every possible block.
